While the awards are made by the Queensland Industrial Relations Commission (QIRC), agreements are negotiated by Queensland Health and representatives for Queensland Health's employees. Following approval by the employees covered by the proposed agreement (through a ballot process), the agreements are certified by the QIRC.
Queensland Health has seven major agreements that prescribe rates of wages and salaries, and other employment conditions of employees (other than executive service staff and senior officers).

This is a new Agreement for Aboriginal and Torres Strait Islander health workforce in the following eligible roles:
Health practitioners, dental officers and clinical assistants
Resident medical officers, senior medical officers, medical superintendent with private practice and medical officer with private practice
Nursing and midwifery grade employees
